Special Presentations

The Board of Trustees offered condolences to Harold M. Brathwaite's family, friends, former colleagues and the community who are mourning his passing on May 31, 2020. Trustees acknowledged the significant loss of Mr. Brathwaite and reflected on his legacy. His working career spanned more than four and a half decades, including over 30 years in publicly funded education. He rose through the ranks of school administration serving in numerous senior roles, including Superintendent of French Language Schools, Superintendent of Secondary Schools, and Associate Director of Programs and Personnel to name a few. In 1994, Mr. Brathwaite made history when he became Canada's first Blac​k Director of Education at the Peel District School Board serving in this role until 2002.

Trustees thanked the outgoing 2019-20 Student Trustees for their service. Kenisha Arora, represented students south of Highway 401, and Prabhleen Nar, represented students north of Highway 401.

Delegations

Gail Bannister-Clarke, President of Peel Elementary Teachers' Local, delegated the board regarding the Ministry Review of the Peel District School Board.

Jagroop Johal delegated the board regarding the availability of free and accessible sanitary products in student bathrooms.

David Redding delegated the board regarding the Investigator's Report.

Chair provides update on Board actions taken on Ministry directives

Chair MacDonald shared a written report on governance action taken since the last Regular Meeting of the Board on May 26, 2020. This report reviews each of the nine governance directives (1 to 8, inclusive, and 13) from the Ministry of Education's review of the Peel board that the Board of Trustees are directly responsible to address.

Director of Education provides update on role of Special Consultant Dr. Avis Glaze

On June 8, 2020, the Minister of Education provided direction to the Peel District School Board that requires us to provide the Minister with a plan to address the key findings in Arleen Huggins' investigation report. This direction must be met by June 22, 2020. We need assistance to address these requirements.

On June 15, 2020, I announced Dr. Avis Glaze's role as special consultant and impartial critical advisor to help us move our necessary work forward to eliminate anti-Black racism and other forms of discrimination, and to improve achievement and well-being for students and staff. Dr. Glaze considers it necessary to take time to review all reports and Ministry directives before engaging in a formal process with the Board. The scope of the work will be largely determined as we move forward with the Ministry directions, following our submission of the report to them on June 22, 2020.

Being cognizant of the recommendations already in place, it is our firm commitment to:

  • ​develop strong, respectful, collaborative relationships with diverse communities, particularly our Black communities
  • establish a comprehensive plan and action to consult with these community groups
  • establish an accountability framework to demonstrate progress towards measurable outcomes
  • develop and execute a Strategic Equity Action Plan to address and work at eliminating all forms of oppression, systemic discrimination and anti-Black racism across the board
  • establish a robust equity department, strong connections to equity work across other departments and a structure to address race relations on an ongoing basis

In the Minister's letter to the Board on June 8, 2020, he made it clear that we must take a substantive and purposeful approach to the directives, and not simply a technical one. We know that we need assistance to ensure that our approach meets Ministry requirements, particularly focused on the needs of Black students and other students who have been marginalized and underserved. We must create a more harmonious, productive and effective school district. We are fully aware that we need the expertise necessary to help guide our next steps.

Director of Education provides update on operational actions taken on Ministry directives

Each of the following operational reports was received by the Board of Trustees at the Regular Meeting of the Board on June 17, 2020:​

  • Directive 17 - Peel District School Board Guidance System Reformation Plan
  • Directive 22 - Peel District School Board Eliminating Racial Disparities in Suspensions, Expulsions, and Exclusions Report

All of the operational reports presented to the Board of Trustees at the Regular Meeting of the Board on June 17, 2020, can be found on the board's website.

The reports will be updated based on feedback provided by Trustees and final reports will be shared on the board's website once they've been sent to the Ministry of Education by June 19, 2020.

Board approves tentative local agreement with Peel Elementary Teachers' Local

The Peel District School Board and Peel Elementary Teachers' Local reached a tentative agreement on June 5, 2020. Peel Elementary Teachers' Local will be ratifying the agreement on June 19, 2020.

Trustees approve motion requesting appointment of Supervisor by the Minister of Education

Recognizing that "anti-Black racism is a real and continuing problem in the Peel District School Board," the Board of Trustees unanimously passed the following motion:

Whereas, anti-Black racism is a real and continuing problem in the Peel District School Board that requires not just urgent action, but a united sense of purpose at the board-level that is currently lacking; and  

Whereas, action in tackling the anti-Black racism and other forms of hate and discrimination must occur at the same time the Peel District School Board prepares for the expected return of students in the midst of an ongoing global pandemic, which itself promises an unprecedented organizational challenge; and 

Whereas, we must always put the interests of our students and staff first; now, therefore be it resolved:

  1. That the Peel District School Board respectfully requests:

a) Ontario's Minister of Education to exercise his power under 230.3(2) of the Education Act to request the Lieutenant Governor in Council vest in the Ministry of Education control over the administration of the affairs of the Peel District School Board;

b) The Minister appoint and delegate all needed authorities to a Supervisor to assist the Peel District School Board, our Director of Education, senior leadership team and staff at all levels of the organization in implementing the fundamental changes needed to ensure a discrimination-free and safe learning and working environment; and

c) The Supervisor remain in place, at a minimum, through December 31st 2020.

  1. That the Peel District School Board offer its full cooperation to the Minister and any Supervisor that may be named by him to assist in the ongoing identification and implementation of those fundamental changes.
