Board approves recommendations for Pupil Accommodation Review for Caledon elementary schools

At the Regular Meeting of the Board on April 12, 2017,  Peel District School Board trustees approved the following recommendations related to the Pupil Accommodation Review (PAR) for Alloa, Alton, Belfountain, Caledon Central, and Credit View public schools:

  1. Credit View Public School will close at the end of the 2016-17 school year.

Effective September 2017, Credit View students in kindergarten to grade 6 will be redirected to Belfountain Public School, and grade 7 to 8 students will attend Alloa Public School.

  2. Boundary changes for Alton and Belfountain Public School

See attached maps to view approved boundary changes. Effective September 2017, students living in the shaded area will attend Alton Public School for kindergarten to grade 6. Current Belfountain students in grade 5 will be provided the option of remaining at Belfountain for the 2017-18 school year, along with their siblings. For the 2018-19 school year, grade 6 students will move on to Caledon Central for grade 7 and 8, and their younger siblings will be directed to Alton.
Peel board staff will now prepare a transition plan that will include timelines for implementation and the support available to staff and students moving to their new school sites. In addition, transition committees will be formed, comprised of appropriate Board staff and parents. These committees will develop plans for items of historical significance, the control, reclamation and disposition of a closing school's inventory, maintaining appropriate records and building a collaborative culture in the consolidated sites.

Background information

At the Regular Meeting of the Board on Nov. 22, 2016,  Peel District School Board trustees approved a Pupil Accommodation Review (PAR) for Alloa, Alton, Belfountain, Caledon Central, and Credit View public schools. Due to low utilization and enrolment rates at some of the affected schools, the Board of Trustees approved a modified PAR process, which takes approximately four months to complete.

Initial Staff Report:
Peel board staff began the PAR process by presenting the Initial Staff Report to trustees on Dec. 12, 2016. The report recommended closing Credit View Public School and relocating students to available space at Belfountain and Caledon Central Public Schools, effective September 2018 (or earlier, if staffing timelines permit). Redirection of students to Alloa P.S. and a boundary change between Alton and Belfountain Public Schools was also recommended to better geographically align the boundaries between the schools.

Community Consultation:
Community consultation is an important part of the PAR process. The Peel board's PAR policy requires that we hold one public meeting as part of the modified PAR process where families and members of the public will have the opportunity for genuine input and discussion. A public meeting took place on Feb. 6, 2017 at Belfountain Public School. Families of affected schools were invited via letter and synrevoice message. All input was taken into consideration and helped to shape revised recommendations in the Final Staff Report.

Final Staff Report:
At the Regular Meeting of the Board on Feb. 28, 2017, Peel board staff presented the Final Staff Report to trustees for receipt only. Trustees will take these recommendations and public feedback into consideration before making their final decision on April 12, 2017.
